Produces a Ricker Wavelet using the provided parameters.

Produces a Ricker Wavelet using the provided parameters.
Parameters:
peak_f - the peak frequency of the filter in cycles per second.
si - the sample rate of the filter in seconds.
filter - [] the ricker filter in the time domain.
Returns:
0 on success, 1 on error.
